(A) Public Hearing, No Action Will Be Taken
The enduring questions about the proposed development at PCM base area is building height, mass, and setbacks. Height cannot be illustrated by balloons in the air. This was tried during summer of 2020. Unfortunately, not once did the balloons fly vertically on that breezy afternoon. The slightest breeze angled the balloons sideward, sometimes even horizontally. A string with balloon does not replicate the mass of these buildings.
Dear Commissioners, please take a stroll between the buildings at the base of The Canyons resort. Walk around the 6 story Pendry Residences. That experience should provide the feel and the visual for what is proposed at the PCM Base. May we, the public, hear your thoughts after your stroll?
Another way to get a height, mass and setback comparison is to develop a to-scale 3-D model which includes the surrounding neighborhood buildings. Dear Commissioners, is there a reason that no model has been produced?
Per Staff we are being asked to submit questions to be answered in tonight's meeting. Here are a few questions I have:
1) On Appendix A, the Parcel B building design is different on pgs 55, 56 ,57, and 62 than the rest of the overhead pictures of Parcel B. It looks like they have added buildings in the middle of the courtyard. Has the building design changed?
2) The Building Density Chart in Appendix A (pg 36), for Parcel B, does not include the above ground parking. Per the LMC, if the parking is above ground and adds mass to the building it must be included in the density calculation. Shouldn't that square footage be included in this chart?
3) In Appendix A (pg 7) the parking garage on Parcel B does not have any ramps to get to other parking levels. If one level is full, are people expected to leave the garage and drive to another parking entrance to get to a different level in the garage?
4) In Appendix A (pg 10), the 'cross section' of Parcel B and Lowell avenue is at the lowest section of the Building on Parcel B and the transit center. I think it's important to see the cross section at the highest point of Building B which is across Lowell from The Lowell Condominiums. Can the developer show the Commissioners that section?
5) Have the Commissioners and Staff seen the new Pendry Condominiums being built at the Canyons lately? It's highest point is 74' above ground level. Significantly lower than most of the proposed building heights for this project. The Pendry is quite shocking. If you haven't seen it lately I would like to suggest you take a moment and drive by.
6) With all the changes in the building since the last balloon demonstration in July 2020, do you think it's a good idea to have another balloon demonstration to see the revised proposed building heights?
